The new model for territorial development (as opposed to the existing neoliberal) proposed on this event,
is based on identifying new group with high participation rates as a starting point, as well as its influence
areas.
To achieve this, areas with high marginality are located upon the lack of infrastructure and facilities,
afterwards, a map of social participation is overplayed in which highly participated communities are
shown.
The first case-study, Altos de San Pablo on the Epigmenio Gonzalez county in Queretaro, the 'La
Esperanza' community was identified, a place where a group between 150 and 200 people, gathered
every wedges day for community purposes. the the identification of their homes was mapped to define
the potential area for interventions
Once a community with high participation rates and its influence area was identified, the model continues
with the 'empowerment' of that same community (Base Community) through the execution of a project in
four months, therefore not only the participation of the Base Community grows, but also new participation
arises on communities around (Second-Degree Communities), which were inactive before, because of
the relationship between those communities and their connected members.
The process is repeated with Third-Degree Communities and Fourth-Degree Communities with executed
projects in short periods until the time when more ambitious projects gathering multiple of these
communities. This model not only allows the construction of projects needed for each neighborhood, but
also the projects between different communities could complementary, communities can support each
other and finally build infrastructure projects of bigger scales.
The project works on an 'open' way, there is not a preexisting plan or project, the interventions of
communitarian scale are developed based on the request of the empowered communities that show solid
proofs of organization and conviction of the work.
