Unlocking Cities for All in Afghanistan: Linking Land, Finance and Planning Systems

Worldwide, countries face various urban challenges. In fragile and conflictu2010affected contexts, cities attract migrants seeking livelihood opportunities which puts pressure upon cities' basic infrastructure and planning. In this context, urban development is an effective way provide safety, security and investment opportunities that build selfu2010reliance and the pathway to a sustainable urban future. Afghanistan is a champion in implementing the New Urban Agenda and leaving no one behind. One of the National Flagship programmes of the Government: 'City for All' is an example of a programme at scale that links land management, municipal finance and planning, by stimulating the collection of municipal fees and fostering a sense of civic responsibility crucial for establishing a process of communityu2010based regularization that improves infrastructure and services, thus, stimulating strategic action planning on city, district and neighbourhood levels crucial to providing land titling, financing, revenue generation, housing finance systems and street addressing. The Networking Event 'Unlocking Cities for All in Afghanistan: Linking Land, Finance and Planning Systems' aims to share experiences and exchange lessons with a wide range of stakeholders in the land, municipal finance and urban planning sectors and also, to raise awareness on the critical role of security of land tenure for economic development and finance, and to contribute to the global discussion on formalization of cities, scaling up municipal revenue and tenure rights that strengthen the legitimacy of the Government in conflictu2010affected contexts.
