Youth are struggling the most in both urban and rural areas in Malaysia. Urban youth are dealing with high living cost, low paying jobs and personal finance while youth in rural has limited social and fun activities as well as lack of promising career opportunities. At the federal level, youth development has been considered in the formulation of national policies i.e the Eleventh Malaysia Plan, the National Physical Plan and the National Urbanisation Policy.
The national policies are then cascaded into implementation at the local level through strategic partnership and engagement with identified stakeholders by adopting the National Blue Ocean Strategy (NBOS) principles to deliver outcomes that are of high impact, low cost, rapidly executed and sustainable.
The Youth City initiative was introduced during the Tenth Malaysia Plan, specifically though the 2015 Budget. It was then continued in the Eleventh Malaysia Plan to create a youth friendly city through transformation of existing semi-urban into a modern, dynamic and inclusive city that is youth oriented, by giving priority on four elements; activities that fulfil youth lifestyle and aspiration, job creation, affordable housing and private participation. Various projects that benefits the youth have been identified through youth involvement and successfully executed through Public Private Partnership strategies to reduce the burden of government while optimizing the outcomes. In 2017, Tanjong Malim was declared as the First Commonwealth Youth City by His Royal Highness Prince Charles of Wales to be a hub for young people to harness creativity and technology.
